Hiring activity may be entering a recovery phase as temporary staffing and operational roles begin to strengthen across key markets. While permanent recruitment is still under pressure, improving hiring indicators suggest labour-market conditions could be stabilising.
Hiring activity is beginning to show positive signs after a prolonged slowdown, according to staffing company Randstad. Company executives said hiring conditions improved during the second quarter across several markets, particularly in temporary staffing and operational roles, which are typically the first segments to recover.
Chief Executive Sander van 't Noordende said the strongest improvement came from Randstad's operational, or blue-collar, business along with temporary staffing services. These areas generally recover before permanent recruitment resumes.
In the United States, Randstad recorded a 4% increase in revenue. The company's operational business grew by 13%, while revenue from professional staffing declined by 6%, indicating that the recovery is mainly occurring in more cyclical hiring segments.
Germany also showed a similar trend, with temporary and operational hiring performing better than permanent recruitment.
Randstad said larger corporate customers have become more willing to recruit, whereas many smaller businesses are continuing to take a cautious approach before expanding their workforce.
Chief Financial Officer Jorge Vazquez added that hiring rates in the United States, which have remained below pre-pandemic levels since the post-COVID slowdown, are beginning to move upward.
Recent gains in the share prices of European staffing companies reflect growing optimism as business surveys and hiring indicators point to improving labour-market conditions. Although permanent recruitment remains weak, stronger temporary and blue-collar hiring is often considered an early indication of broader market stabilisation.
